Howdy,
As you probably guessed I use the US local with a US keyboard. I removed the keyboard shortcut Shft-Cmd-[ (which is Cmd-{ on the US keyboard but displayed as Shft-Cmd-[ in the TeXShop 5.44 Source Menu for the Comment item) from System Settings->Keyboard->… and installed Dick's TeXShop 5.45 test. Now it's back to normal but the Source Menu shows the shortcuts as Shft-Cmd-[ and Shft-Cmd-] for the Comment and Un-Comment menu items.
