I downloaded the updated pst-dots.pro linked in

and can confirm that, with it installed inside texmf-local/dvips/pstricks, both your

	~/Library/TeXShop/Engines/Inactive/GhostscriptTransparencyEngines/TransparencyTest.tex

and Herbert Voss' example file from

	https://tug.org/pipermail/tex-live/2021-September/047424.html

typeset OK.
