Cyrillic

Nothing has changed here, the file should be at:

$ kpsewhich t2aenc.def
/usr/local/texlive/2023/texmf-dist/tex/latex/cyrillic/t2aenc.def

You must have installed a subset  of texlive not including cyrillic?

perhaps

tlmgr install cyrillic
