default italic upper case Greek letters?

the unicode-math package with math-style ISO will do that (need
lualatex or xelatex):

\documentclass[12pt]{article}
\usepackage[math-style=ISO]{unicode-math}
\begin{document}

$\alpha \Alpha \beta \Gamma$
\end{document}
