If the tfm and the other files are available it is much easier to
activate them then to switch the engine. 

You would have to indentify all the fonts and find replacements.
As they are calling the fonts via the primitive \font it is quite
unclear which encoding they use, and one of them seems to contain
symbols, so you need to check the tex source for \char and similar
and perhaps replace the values. Also you don't know how much must be
changed additionally to make the tex file compatible with an unicode
engine.
