The ltugboat release that defined this was actually 2.23, of 2020-03-12.
I was checking the wrong file before, and the upcoming release for today
improves the macro, so I got confused.

By the way, my thanks to Ulrike Fischer for providing the significant
code for \tbsurl and \tbhurl. \hyper at normalise was not part of my
