I think that you mis-read, or misunderstood, Bob.  Boris did not mention 
"pbsi.sty", nor did he mention "t1pbsi.fs"; rather, he mentioned 
""t1pbsi.sty" and  "pbsi.fd" [see below], neither of which can I locate 
in 32TB of storage space including all versions of TeX Live going back 
to 2008.
