[texhax] could someone give me an explanation as to why fontsize fails with an overfull box

"a bit more freedom" ?  I think that counts as probable understatement 
of 2019 !

The \hfuzz/\vfuzz are modest; the \tolerance and \emergencystretch 
excessive, IMHO.
