Hi William,

I just uploaded an experimental release of mediawiki2latex including a 
version of miktex with everything necessary included.

The file is called:

MediaWikiToLaTeX.zip

You can get it from:

https://sourceforge.net/projects/wb2pdf/files/mediawiki2latex/7.32/

I still recommend to use the Ubuntu App on Windows instead.
