In theory, TUG could set up a crowdfunding page with a detailed list of
things to be accomplished, all administered through TUG. It seems that
easy-click support per project is popular among the younger folks.

Is the TeX Development Fund still active?  Its last report seems to be
from 2009. (ref: http://tug.org/tc/devfund/)

Can the fund support several full-time developers, and maybe a dozen or
more smaller projects?

Researching crowdfunding of open-source projects reveals that large
donations are important, so someone would have to actively reach out to
the various organizations which might benefit from further development.

(Having said that, I am aware that some places are still using old
packages and won't upgrade to modern alternatives, so it may be a
challenge.  The online collaboration websites may be changing that,
though.)
