It's not really. If you stick the input into \protected at edef then you
can normalise out user macros and utf8 decoding etc and end up with
something like \^ a but you might end up with \ss or x or \CYRYO  so
then deciding that the first of those has a base "a" and the rest
don't isn't something latex ever really has to do so you'd probably
have to check for a command followed by a character token and take the
latter as the base.
