[texhax] Computing space added by "\begin" statement

Try as I might, I cannot find out a definitive answer to this. When I use a

\begin{WHATEVER}
BLA BLA BLA
\end{WHATEVER}

It adds some space before the "begin" and after the "end" statement. My
question is how can I compute exactly how much space that is and is it
possible to set it to a specific value.
