Good point!  It turns out that it is in

http://www.ctan.org/tex-archive/support/latex2html/

I improved my documentation on html.sty at
http://alum.mit.edu/www/toms/latex.html
to give the exact location (search for html.sty on my page page).

However, ... html.sty is not needed for the griddemo since the
hyperlink function I was using is obtained by \usepackage{hyperref} so
I removed the call.  It should work cleanly now.

I put the revised griddemo at the top of the page:
http://schneider.ncifcrf.gov/latex.html
