Are you sure that these LaTeX packages don't do the right thing?
AFAIK the graphical representaion of an URL can be broken among
lines but both parts still contain the complete link. Whatever is
doable is supported by Heiko Oberdiek's packages already.
You said that LaTeX packages **attempt** to be smart but I'm convinced
that they are much smarter and reliable than you expect.
Plain TeX users probably have to re-invent the wheel again. But they
do it with pleasure.
