Also exactly which webpage are you refering to?

Remember it may take a few days before the mirrors around the world is updated. I would not start installing TL15 before late next week.

I'm unsure if this is known, but I have been unable to find a install-tl
file for texlive 2015. Are you aware that the download page doesn't link
to it and instead links to the texlive 2014 installer?
