From my experience, Times New Roman has most often been used on Apple
Macs where is a default in for example, MS Word. Indeed, I have often
encountered problems when exchanging files between Mac and other
platforms that Times New Roman was often replaced by Times or Times Roman.
There is this:

Perhaps your journal has been typeset in the past on a Mac computer?
In any case, can you get away with using the package times?
For that there is this:

When I typed "Times New Roman" into the ctan search window, nothing was found. Nor when I typed Times Roman. Can someone point to a template for this? I would also like to change the page size to A4.
