[texhax] controlling table locations

I hadn't tried it.  So I tried it just now in my main document.  In
that document the tables are currently set to 'h'.  Inserting the
above did nothing (as expected).  Changing the 'h' to 'p' did nothing
...

I don't know the makeatletter catcode stuff - 
(yes,

but I have other things to do !!)

It seems to me that a pure LaTeX solution is cleaner ... and it's
definitely easier to figure out what it does!
