[texhax] typset mistranslates the anglbrackets

How about using xetex with UTF-8 Unicode and an OTF System Font:

\font\tenrm="Times" at 11pt
\font\tenit="Times Italic" at 11pt
\font\tenbf="Times Bold" at 11pt
\font\sevenrm="Times" at 8pt
\font\fiverm="Times" at 6pt%\font\rm="Minion Pro" at 11pt
\rm
Here are < and >. {\it Here are < and >.\/} {\bf Here are < and >.}
\bye

since that uses Plain as the format.
