Not quite sure what you mean here - I think you may have got your extensions
mixed up.  There are three types involved in BibTeX'ing bibliographies:

bib: contains your "raw" bibliography data
bst: contains instructions on how BibTeX should process the raw data in a
bib file
bbl: contains the output from BibTeX opaerating on a bib on the basis of the
chosen bst

You certainly can't generate bst's from bbl's and if your bbl is huge then
it just means you cited a huge number of papers.
