[texhax] include plain text file and process \cite

i'd like to have latex read a .txt that contains many instances of \cite into a standard preamble i have, and then process the file with bibtex so the cite's come out right. it is mean to avoid having to edit the preamble every time.

i tried packages alltt, verbatim, but is this futile since \cite will be interpreted verbatim? because its not working. tried simply \include{filename.txt} also.

any other packages for this?
