[texhax] Times New Roman in Latex

Hi guys! I have to write a proposal with the following settings: Times New
Roman size 14 for titles, size 13 for subtitles, size 12 for the body, and
1.5 spaces between lines. How can I do this in linux? I'm using Ubuntu.
