Any TEXINPUTS method does not work. Even I added '.' to the TEXINPUTS
list, pdflatex still cannot find pgfmanual.tex under the current
directory.
So I have to cp pgfmanual.tex to the ../../text-en and modify some
file references by \input{...}, and this works.
