You could try something like this:

  \mbox{\boldmath\ensuremath{\mathcal{E}}}

Note that \mathbold should be used carefully:

To save some typing, I'd write a shortcut macro:

  \newcommand{\Evec}{\mbox{\boldmath\ensuremath{\mathcal{E}}}}

and use it like this:

  ``Our macro \Evec{} can be used in non-math mode or in math mode $\Evec$.''
