In your document.  (Or in a personal .sty file that your document reads,
whatever.)

    Q2.  Do I need to reconfigure TeX after making the necessary change?

No.  It's undesirable to make the default be \lefthyphenmin=3.  Then
your processing of TeX documents would yield different results than
everyone else's.
