Sounds like both.  And LaTeX's standard document classes are designed 
to allow (and even require) hyphenation in both.

The answer is to use a better documentclass than the demonstration versions
that are packed with latex.  I suggest memoir or scr*.

It is so incredibly bad to format section titles with big fonts and
flush margins, that one can speculate that it is *intentionally* bad,
to encourage people to customize their documents.

Section titles should *always* be ragged (right or center).
