I fear that LaTeX will complain if \documentclass does not exist.  I
agree that the easiest way is to modify an existing document class.
However, the most reasonable way to do this is described in:

  http://www.latex-project.org/guides/clsguide.pdf

Since the sources are in XML, I strongly recommend to consider a
Context based solution too.  Besides the XML parser, one of Context's
strength is page layout.
