    Not sure if it qualifies as a package, but nih.cls is sure to be useful
    to anyone who submits grants to NIH

It doesn't seem to be on CTAN.  Who wrote it?  Is it available under the
LPPL (or some free license)?  It would be nice to write the author and
ask about getting it on CTAN.
