Dear Sebastian,

I think you might be able to get what you want with the rotate package and
the \overset command from amsmath (hope you're using LaTeX)

\usepackage{rotating}
\usepackage{amsmath}

\newcommand\fourover[1]{\overset{\begin{turn}{-90}4\end{turn}}{#1}}
