I suggest you learn more about TeX. The wikipedia is a good
starting point, as is the TeX-FAQ (http://www.tex.ac.uk/faq).

You will learn that there is an excellent book about TeX by
Knuth, and that there are at least two converters for TeX ->
HTML. And you will learn why there is no real BNF of TeX.
