Almost.  In fact, TeX itself converts from TeX to DVI;
PdfTeX converts from TeX to PDF.  PdfTeX was developed
at Masaryk University, Czech Republic.  If Lockheed Martin
can't bring themselves to permit its use, it may be possible
to use an indirect route, converting TeX -> DVI -> PDF
using TeX (US-written) and hope that there is a DVI -> PDF
converter (US-written) that will also be acceptable to
Lockheed Martin.  They could even add a third level of indirection :
TeX -> DVI -> PS -> PDF, where I'm reasonably confident that
all of the elements in the chain are US-written and sourced
(TeX, DVIPS, Adobe Acrobat Distiller).

Isn't there some sort of anti-trust / equal opportunities /
unfair trade practices / w-h-y legislation that prevents
Lockheed Martin from imposing such a ridiculous constraint ?
