Dear Mr. Heller,
Thank you for your response. I decided to implement the tables
in a different way with \footnotemark and \footnotetext and allow the
footnotes to escape to the bottom of the page. It does not look as
good but the information is there and there are not many footnotes so
unless someone complains, it will do.
