Thanks Krishnan
boxedminipage worked. I forgot to put the measurement after the begin
statement.

This works

\begin{figure}[h]
\begin{boxedminipage}{3in}
\begin{compactitem}
\item \textbf{*} - Zero to Many
\item \textbf{+} - One to Many
\item \textbf{!} - Exactly One
\item \textbf{?} - Zero or One
\item \textbf{\#} - None
\end{compactitem}
\end{boxedminipage}
\caption{Values for cardinality}
\label{figure.cemlCardinalityValues}
\end{figure}

joey

I get this error

! Missing \endcsname inserted.
<to be read again>
                    \hrule
l.162 \begin
             {compactitem}

It seems you can't but a list in a minipage, boxedminipage, or in a
box, which is a bummer.
