I may misunderstand the task but:

\documentclass{article}
\usepackage{amsmath}
\begin{document}
$$S:= \begin{cases} i = 0..M,\quad j =0..N & \text{for }M >N \\ i=0..M,\quad j=0..M & \text{for }N > M \end{cases}$$
\end{document}
