Interesting -- I get the same in LaTeX but not in TeX;
looking at the log file, I see for TeX :
(f:/Layered products/Tex/Live/texmf/web2c/cp8bit.tcx)
which I don't see for LaTeX; maybe you need to have
a look at that file to try to work out what it does ...
