As long as it's come up ... these two particular features (and a few
other similar things) are in Eplain (http://tug.org/eplain), a macro
package I wrote a long time ago.  A few people who like to format stuff
themselves still find it useful.

LaTeX is certainly the majority favorite, and for good, reason, but it's
nice to have a choice.
