No, latin1 supports Spanish and it doesn't make sense to try anything
else (except latin9, which is quite similar but contains the Euro symbol).

The question was how to do it in plain TeX.  And this is the reason
some people provided solutions which looked a bit more inconvenient
than LaTeX's inputenc.
