This is odd because the folowing (snipped from your posting) works for me
(barring the missing pie file).

\usepackage{graphicx}
\usepackage{caption}[2004/15/16]
\begin{document}
\begin{center}
\fbox{\includegraphics[scale = .6]{pie}}\\
\captionof{figure}{Pie chart of race-ethnicity} \label{F:pierace}
\end{center}
\end{document}

Maybe you can include a _minimal_ example that gives the error.
