[texhax] latex and cyrillic fonts

Unfortunately I cannot reproduce your problem on my old teTeX that comes
with Debian.  Here is what I get for the file cited above:

Afterwards, the ".dvi" is perfectly reading ``A cabinet of controlling
devices.'' in Russian (as well as the ".ps" resulting from `dvips`).

My off-head's-top suggestions:
	* Are you entering the text in KOI8-R (instead of let's say
	  UTF-8)?
	* What is your (La)TeX version?
	* What is your babel version?
	* What fonts do you have installed / are you using (in LaTeX,
	  and in your ".dvi" processor)?
