[tex4ht] performance of tex4ht on WSL linux vs. VBox linux

MikTeX can have older TeX4ht files. Karl updates TeX4ht in TeX Live
directly, as we don't make uploads to CTAN. So you may need to ask MikTeX
maintainers to make the update.

This is 12 times faster!

That is a huge difference! Did you try WSL to run Linux on Windows? I don't
think you need a new PC just for this.
