[tex4ht] TikZ drivers

Hello all,

I've set up a Github repo with two alternative drivers for TikZ:

The default driver distributed with TikZ has some issues, most notably
it produces compilation errors when it is loaded, but it can also
break the text formatting in the document following a TikZ picture.
One file is an updated original TikZ driver, the second is based on
Dvisvgm driver and produces better results in general.

I hope someone will find it useful.
