Details:

For generating the documentation several latex computation are necesary
because of the toc generation needs at least a second pass.


The gnu makefile cannot handle this, it is preferrable to use gnu make as a
script to call latexmk.

latexmk is distributed on Windows with MikTeX, however I cannot tell for
TeXLive Windows distribution.

Attached a patch =Makefile.diff & new Makefile.

I did it with a test so that if latexmk is not found makefile will revert to
the previous code calling pdflatex.
