docs: Installation on ChromeOS

Hi Karl,

Here it is, in a Zip with html + 4 images.

It will fit nicely, if called from https://www.tug.org/texlive/ on an
additional line on the first list with a heading:

   install on ChromeOS

It would not hurt either to add:

  TeXLive will also run on Android and iOS.

with links to:

But above all, please use some judgement on how to layout the information.
All of these above install inside a Terminal Emulator (of sorts) so they
are indeed comparable to the Cygwin installation and differ from the native
ones like Unix/Windows/MacOS. Also, somehow, the installation on ChromeOS
is more important than the Cygwin, because there is a native alternative in
Windows, but not on Chrome.

The information on Android will be short-lived because Google is in the
process of merging it with ChromeOS.
