docs: Installation on ChromeOS

Today a new employee made me aware that the documentation of
TeXLive is completely silent on ChromeOS installation procedure.

Would it be possible to include this in the docs?

One can use the same binaries, ChromeOS uses the Linux kernel,
but the installation procedure is a bit different because of the need
to enable LDE first.

Other reasons to have it listed there are:

-- ChromeOS is already more installed than all Linux installations added
together.
-- The merge with Android that is under way will make it the most installed
OS by a huge factor.
-- We have instructions for Cygwin (3.1.4)
-- The lack of it may leave an impression that it does not run on ChromeOS.
