lots of packages fail to download from ctan. whats up?

Sorry to be a pain -- multiple problems persist.

1. When I just do

tlmgr option repository ctan

and then proceed, I get ... crickets. Have to hit Control-C. So I go
to select an explicit mirror host, and ...

2. The URL given by tlmrg --help as pointing to the list of mirrors,

https://ctan.org/mirrors/mirmon

doesn't seem to exist.

3. Cutting the "mirmon" part works and shows me a list, but a
prominent item on the list is "ctan.net". I bet that is how I
originally ended up using it.

So, I think some gentle updating of the mirror system might
be in order.
