Annual upgrade

Hi

Completely by chance, today someone on this list asked for a GitHub action
for TeXLive running Windows. So here's a would-be TeX user who wants to
install TeXLive on Windows (via a GitHub action).

Perhaps there's an expert here who can answer this question. That would
both give an example of how complex (or simple) TeXLive installation is,
and at the same time help a would-be TeX user.
