Thanks Max. Much more complete answer than mine.
Kpathsea paths are usually separated with commas in braces ("{a,b}") or
with semicolons ("a:b"). Untested, but maybe one of those will work?
Kpathsea paths allow both : and ; to separate elements. Braces are just
syntactic sugar (just like in shells).
(And adding to TEXMFVAR probably makes more sense than TEXMFOUTPUT if
you just want to be allowed to write to a path. Again, untested.)
TEXMFOUTPUT, TEXMF_OUTPUT_DIRECTORY, TEXMFVAR, and TEXMFSYSVAR are all
assumed to be a single directory, not a path with multiple
directories. Because that is how they are used. -k
