tl24 released

I've just made the TL24 release and it is making its way around the CTAN
mirrors as usual. There will be some updates in tlnet if tonight's
(regular) build of tlnet succeeds.

I've updated the https://tug.org/texlive web pages, though I've surely
forgotten some changes and made mistakes. Let me know. (I'll put a note
on the tug home page tomorrow, after more mirrors have caught up.)
