The license of DayRoman is quite special:

 | The DayRoman and DayRoman-Expert fonts are provided for free
 | by Apostrophiclab <http://www.apostrophiclab.com>.  You may
 | redistribute them, as long as the archive file (day_t1.zip)
 | is kept intact, and no money is charged.

Unfortunately the content of the zip file isn't TDS compliant.
Hence getnonfreefonts downloads the zip file as is and extracts each
file separately to the appropriate directory on the user's machine.

Peter,
you explicitly asked about "TUG-downloaded TeX Live".  getnonfreefonts
was originally part of TeX Live but had to be removed because
Linux-Distributors don't want to support non-free stuff.

The getnonfreefonts installer works with any TeX Live distribution on
any operating system.  Norbert's contrib.texlive.info repo
should work on any system too which supports tlmgr.

You mentioned "additional font packages from CTAN".  Be aware that all
freely distributable font packages on CTAN are already in TeX Live.

The purpose of getnonfreefonts is to support packages whose licenses
do not allow taking money for distribution.  As you can imagine, there
are not many.  See
