In the latest POSIX draft that I have (2020), there is no mention
of LC_PAPER.

On CentOS 7 and Ubuntu 24.04, it is mentioned in "man locale", but its
only example there is a setting

	LC_PAPER="en_US.UTF-8"

That suggests that it refers to character encoding (as might be
expected for locale support), and that has nothing to do with physical
paper sizes.

I would view it as extremely unwise to usurp the meaning of LC_PAPER
in TeX Live to refer to paper sizes.

Most sites are likely best served by an installation-time choice of a
default paper size, with rare excursions to other paper sizes via
class options in LaTeX, or the geometry package.

For other TeX engines, authors can simply supply suitable values of
\hsize, \vsize, \hoffset, \voffset, \paperwidth, \paperheight, etc.
Recall that the original TeX engine knows nothing of paper dimensions;
they only became relevant for PostScript and PDF output.

Debian-family operating systems can change the system-wide defaults
later with the paperconfig command.
