Yes, that is code freeze for the source/ subtree which builds binaries.

In former times, we stopped updating the previous year TL version and
updates only went to tlpretest. But lots of people requested updates to
continue, in particular since the time window was about 1month.

Maybe the best option is:
- upload to CTAN and before/around that
- ask Karl to ONLY install your package to tlpretest

That would do the same thing.
